Gender-based violence
is a phenomenon deeply rooted in gender inequality, and continues to be one of the most notable human rights violations throughout the world. Both women and men experience gender-based violence but it affects women and girls disproportionally, and is caused by the power inequality between men and women. It is directed against individuals because of their gender and includes all forms of violence that ‘can include sexual, physical, mental and economic harm inflicted in public or in private’24, and can be life-threatening (“Towards gender equality in the cultural and creative sectors”, report of the OMC (open method of coordination) working group of member states’ experts, June 2021).
