The development of cultural policies must be constant and is determined by the key principle of the essential role of culture in the democratic debate. The cultural sector will be strengthened by developing a cultural policy for which the cultural development plan 2018-2028 is an essential basis for discussion and by providing adequate means.
A vision for culture in Luxembourg
A new, dynamic, evolving and transversal cultural ecosystem that will allow artists, cultural actors and citizens to fully develop.
The major challenges of the 2018-2028 cultural development plan
To create a new cultural governance in Luxembourg that guarantees the necessary conditions for the development of a plural and de-compartmentalized, transversal and complementary ecosystem, that responds to the current and future challenges of the cultural sector:
- by encouraging the participation of civil society, professionals and cultural networks;
- by increasing the number of consultations and strengthening coordination between the Ministry of Culture, the other ministries concerned and the cultural players;
- producing studies based on reliable indicators;
- monitoring the quality of cultural policy, continuously evaluating and adapting the framework for governance and implementation of the cultural development plan 2018-2028.
In order to:
- Value culture and art as a means of emancipation, development and improvement of the quality of life of all citizens.
- Encourage, support and strengthen artistic and cultural creation. Contribute to the social recognition of artists and creators, improve their working conditions and invest in cultural creation and vitality. To value the economic and social impact of the cultural sector, which generates profits and contributes to the social cohesion of our multicultural society.
- To contribute to the professionalization of all actors in the cultural sector. To create the socio-economic conditions for the development of skills, taking into account new learning and training needs.
- To promote, distribute and disseminate artistic and cultural productions created in Luxembourg. Strengthen the artistic and cultural influence at local, regional, national and international level.
- To preserve, strengthen and restructure cultural venues while redefining the role and missions of cultural institutions and associations and distributing the cultural and artistic offer in a balanced way throughout Luxembourg. To support local and regional development policies for the cultural, social, economic and environmental well-being of all Luxembourg residents.
- Consider the growing importance of digital culture and all that it can bring in terms of cultural content, audiences, virtual identities and new networks. Also, reflect on the central role of digital technologies in the creation, production and accessibility of content.
- Preserve and enhance cultural heritage in all its diversity (tangible, intangible and digital). Raise awareness of heritage issues, promote, encourage and stimulate appropriate and innovative mediation.
- To strengthen education in and through culture. Promote education in art and cultural heritage, human rights and cultural rights, also taking advantage of digital technologies within a diversified knowledge economy and responding to the needs of intercultural competences.
- Building an accessible and inclusive culture. Ensuring access to artistic and cultural works for all citizens. Addressing the challenges of cultural mediation and accompaniment, ensuring the circulation and accessibility of diverse cultural content through digital technologies, so that individuals can benefit from the widest possible variety of cultural goods and services.
- Linking cultural diversity to intercultural dialogue by creating a virtuous circle. Identify and encourage forms of cultural diversity that promote self-reflection, encounter and creative impulse.
- Encourage innovation and research and recognize the role of culture in knowledge and sustainable development. Emphasize the significance of culture for the ontological foundations of our societies as well as for new representations and technical and technological developments.
- Move from approaches by specialized fields to interdisciplinary research and the identification of transferable and transversal competences.
- Restructure public financial support for the cultural and artistic sector. Create appropriate structures for pooling and opting for new technologies.
