General Affairs Department

The General Affairs Department is responsible for managing and coordinating the day-to-day operations of the Ministry in terms of human resources, European and international affairs, logistics, infrastructure, communications, documentation, finance, legislation and IT resources.

European and International Affairs Department

The European and International Affairs Department develops and implements the Ministry of Culture's European, cross-border and international strategy. It identifies and defines European and international priorities, objectives and issues, represents the administration in European and international organisations and transposes European and international issues to the national level in cooperation with the relevant departments.

Human Resources

The Human Resources service is responsible for personnel management and all associated tasks.

Administrative service

The Administrative service organises and manages the Ministry's furniture purchases and day-to-day expenses, organises reception and telephone services, supervises the daily maintenance of the premises and manages the infrastructure and equipment for which the Ministry of Culture is responsible.

Legal Service

The Legal Service is responsible for drafting and interpreting legislation in the field of culture, managing the legislative and regulatory process, drafting bills, Grand Ducal regulations, ministerial regulations and internal regulations, drafting legal notes and opinions in various legal fields, and handling administrative and civil litigation relating to (the fields of) culture.

Financial service

The Financial service is responsible for managing the budget and finances of the Ministry of Culture. The service monitors and manages finances, handles accounting operations, prepares reports and liaises with the Inspectorate of Finance, the Financial Control Department and the Court of Auditors. 

IT service

The IT service is responsible for managing the Ministry of Culture's IT equipment, which involves managing the IT budget and managing ICT equipment and infrastructure. It provides appropriate technical support (helpdesk) to the Ministry's departments and services. It drafts practical guides, contributes to the knowledge base and provides advice on ICT, e-governance and data protection to the Ministry's department heads, project managers and IT correspondents and data protection officers at cultural institutes. As part of e-governance and administrative simplification, the IT service is responsible for developing and implementing an e-governance strategy at the Ministry of Culture, which includes inventorying and integrating ministry data, managing and implementing IT projects, and publishing data sets on the government's open data portal. 

Cultural Infrastructure and Facilities Department

The Cultural Infrastructure and Facilities Department manages and coordinates the Ministry of Culture's real estate assets. It is also responsible for relations with the Public Building Administration and the Rent Commission of the Ministry of Finance.

Public Relations and Communication service

The Public Relations and Communication service implements and coordinates external and internal communication for the Ministry of Culture. It manages relations with the press and coordinates the handling of parliamentary questions and petitions addressed to the Ministry. It manages the updating of the website www.kep.lu , which provides information on the progress of work on the implementation of the 62 recommendations of the KEP. The unit is also responsible for coordinating and launching publications as part of information and awareness-raising campaigns.

Documentation and Archives Service

The Documentation and Archives Service is responsible for developing and managing the internal filing system for printed and digital documents produced by the Ministry of Culture. Archiving in the public interest and preparing documentation for permanent transfer to the National Archives also fall within the remit of this department.
